| Skills development
Possession of relevant skills is one key elements in driving economic empowerment of the population ; old or young. Investing in skills development of the youth is one of the focus areas of the Ministry of Youth, Sports and Culture. Research indicates that about 29.3% (EICV2) of the youth are illiterate. The government of Rwanda has made and is still making significant investment in reducing illiteracy levels (especially among the youth) and enhancing technical and vocational skills in line with achieving the target of knowledge based economy. Programs such as the ongoing internship aimed at providing practical skills to young graduates to prepare them for the life of work, apprenticeship to take care of the youth with very low level of education where they learn by doing, identification and development of talents and provision of relevant entrepreneurship skills to young people to promote self-employment are integral part of skills development agenda.
